SAILING INSTRUCTIONSThe notation [DP] in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.
The notation [NP] in a rule in the Sailing Instructions means that the breach in this rule will not be grounds for a protest by a boat. This changes RRS 60.1.
  1. RULES
1.1   The Event is governed by the rules and prescriptions as defined in the 2025-2028 Racing Rules of Sailing.
1.2   The following Racing Rules will be changed as follows:
1.2.1            SI 5.2 changes RRS Race Signals AP.
1.2.2            SI 11.4 changes RRS 61.1(a).
1.2.3            SI 11.4 changes RRS A5.2 and A5.3.
1.2.4            SI 12.1 modifies RRS 33 (a) (1) & (2) and RRS 33 (b).
1.2.5            SI 15.3 changes RRS 35, A5.1, A5.2 and A10.

  1. CHANGES TO SAILING INSTRUCTIONS
2.1   Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule will be posted by 2000 on the day before it will take effect.
2.2   In accordance with RRS 90.2 (c), oral changes to the SI’s may be made on the water. When the Race Committee (RC) Signal Boat displays Code Flag “L” with one sound signal, this means “Come within hail” of the RC Boat to receive the oral changes to the SI’s. These changes may be communicated via VHF channel 11.

  1. COMMUNICATION WITH COMPETITORS
3.1   Notices to competitors will be posted on the official notice board located on the lake side porch of the Grand Lake Yacht Club (GLYC).
3.2   On the water, the race committee intends to monitor and communicate with competitors on VHF radio channel 11.
3.3   The following communications may be made by the race committee on VHF channel 11: Schedule Changes, Course, Postponement, Abandonment, Recalls, Next Start Sequence.

  1. CODE OF CONDUCT
4.1   Competitors and support persons shall comply with reasonable requests from race officials.
 
 

  1. SIGNALS MADE ASHORE
5.1   Signals made ashore will be displayed on the Signal Boat docked at the GLYC.
5.2   When flag AP is displayed ashore, ‘1 minute’ minute is replaced with ‘not less than 45 minutes’ in Race Signals AP.

  1. SCHEDULE FOR RACES
6.1   Dates of Racing
6.1.1            June 27- Practice Racing – 1400
6.1.2            June 28 Competitor’s Meeting 0930 at the GLYC.
6.1.3            June 28 & 29 – Racing.
6.2   The scheduled time of the warning signal for the first race each day is 1100.
6.3   On the last day of racing no warning signal will be made after 1500.

  1. CLASS FLAGS
7.1   The Laser/ILCA Class flag is a 2003 Colorado Laser Championship flag.

  1. RACING AREA
8.1   The racing area is the navigable waters of Grand Lake.

  1. COURSES

#3                Option 9.2   Course #1 is the length of the lake course. The number of legs will not be posted.
9.3   The number of legs to be sailed in courses #2 and #3 will be announced and posted on the Signal Boat before the warning signal.  The number of legs will define whether the finish is upwind or downwind.
9.4   The option of leeward gates will be announced ashore with their use subject to changes on the water.

  1. MARKS
10.1               Marks are orange and/or yellow inflatables and/or any other marks displayed at the Competitors Meeting.

  1. THE START
11.1               Races will be started using RRS 26.
11.2               The I Flag Rule will be in effect for all races. The flag will not be displayed.
11.3               The starting line is between a staff displaying an orange flag on one RC boat and a staff displaying an orange flag on another RC boat or between a staff displaying an orange flag on an RC boat and the leeward mark.
11.4               If any part of a boat’s hull is on the course side of the starting line at her starting signal and she is identified, the race committee may attempt to hail her sail number and make a similar announcement on VHF channel 11. A boat may not request redress based on failure of the race committee to hail her number, failure of her to hear such a hail, or the order in which boats are hailed. This changes RRS 61.1(a).
11.5               A boat that does not start within 3 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS A5.2 and A5.3.

  1. CHANGES TO THE NEXT LEG OF THE COURSE
12.1               To change the next leg of the course, the race committee will set a new mark (or move the finish line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. This modifies RRS 33(a) (1) & (2), RRS 33(b).

  1. THE FINISH
13.1               The finish line is between staffs displaying blue flags on RC Boats or on a staff displaying a blue flag on a RC Boat and the course side of the opposite end finishing mark. 

  1. PENALTY SYSTEM 
14.1               RRS 44.1 applies.
14.2               RRS Appendix P applies.

  1. TIME LIMITS

15.2               If no boat passes the first mark within the Mark 1 Time Limit, the race will be abandoned. 
15.3               The Finishing Window is the time for boats to finish after the first boat sails the course and finishes. Boats failing to finish within the Finishing Window, and not subsequently retiring, penalized or given redress, will be scored Time Limit Expired (TLE) without a hearing. A boat scored TLE shall be scored points for the finishing place one more than the points scored by the last boat that finished within the Finishing Window and was not penalized under RRS 30.3 or 30.4. This changes RRS 35, A5.1, A5.2 and A10.

  1.  HEARING REQUESTS 
16.1               The protest time limit is 60 minutes after the last boat finishes the last race of the day. The time will be posted on the official notice board.
16.2               Protesting boats must inform the Race Committee Boat of their intention to protest as soon as practical after finishing or the RC boat within the protest time if they do not finish.
16.3               Hearing request forms are available from the race office at the GLYC.
16.4               Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named witnesses. Hearings will be held in the protest room, located at GLYC beginning at the time posted.
16.5               A list of boats that have been penalized for breaking RRS 42 under Appendix P will be posted.

  1. SCORING
17.1               The scoring system is as follows: Master competitors include all sailors aged 45 and over. The formula for Masters scoring will be to subtract 1 point per race scored for sailors aged 55-64, 2 points per race scored for sailors aged 65-74, 3 points per race scored for sailors aged 75-84 etc.
17.2               No handicap is provided for different Laser or ILCA rigs, and the same rig must be utilized for each race.
17.3               1 race is required to be completed to constitute a series.
17.4               A boat’s series score is the total of her race scores excluding her worst score.
17.5               When fewer than 6 races are completed, a boat’s series score is the total of her races.

  1. SAFETY REGULATIONS
18.1               Coast Guard approved flotation devices must be worn at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. 
18.2               Wetsuit use should be strongly considered.
18.3               A boat that retires from a race shall notify the Race Committee at the first reasonable opportunity, and the RC will signal a requirement for check in with code flag L before the first race of the day or on resumption of racing.

  1. REPLACEMENT OF CREW OR EQUIPMENT 
19.1               Substitution of competitors is not allowed without prior written approval from the Principal Race Officer.
19.2               Substitution of damaged or lost equipment is not allowed unless authorized in writing by the Principal Race Officer. Requests for substitution shall be made at the first reasonable opportunity, which may be after the race.

  1. EQUIPMENT AND MEASUREMENT CHECKS
20.1               A boat may be inspected at any time for compliance with the Class Rules, Notice of Race and Sailing Instructions.
20.2               Each off-lake boat shall be available for State of Colorado aquatic nuisance species (ANS) inspection in the boat park.

  1. SUPPORT TEAMS
21.1               Team Leaders, Coaches, and other support persons shall stay outside of the areas where boats are racing from the time of the preparatory signal for the first start until all boats have finished or retired or the Race Committee signals a Postponement, General Recall or abandonment.

  1. TRASH DISPOSAL
22.1               Trash may be placed aboard official or support person vessels.

  1. PRIZES
23.1               Prizes will be given for Overall (1-3), Female, Youth, Classic (use of a Laser insignia sail for all races) and Masters.

  1. RISK STATEMENT
24.1               RRS 3 states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.” By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

  1. INSURANCE
25.1 Each participant shall be insured with valid third-party liability insurance with the appropriate minimum cover per incident or the equivalent.
